HOW THE COUNCIL FUNCTIONS

The Council of the Corporation is composed of eight members, being the mayors of the eight local municipalities. They are elected within their municipality for a 4-year term and sit at the Counties’ Council table for their entire term.  Each year, Council Members privately elect a warden to preside the Council and insure its smooth functioning.

The Council holds eight standing Committees, including the Committee of the Whole, the Prescott and Russell Home Committee, the Planning and Forestry Committee, the Economic Development and Tourism Committee, the Social Services Committee, the Emergency Services Committee, the Public Works Committee and the Corporate Services Committee. Members also sit on several other committees, formed to better study some of the current subjects. They are also named on various boards.

The Council meets monthly every fourth Tuesday of the month, at 9:00 a.m., except for the months of July and December.  The Council stands down in July while in December, the inaugural meeting is held on the third Tuesday in an election year and on the first Tuesday, in the evening, in the years of the current term of office. According to this schedule, some Council meetings are held coincidentally with conferences of interest to Members. A regular meeting held at a date different than what is specified in the Rules of Procedure must be determined by Council’s resolution.  Also, unless otherwise announced, all meetings are held at the Counties office, at 59 Court Street in L’Orignal.

Each department submits written reports to Council on various subjects referred to them.  Those reports are submitted by the Department Heads at the monthly meeting.  Members study the requests and submit their recommendations.
